State Authorization for Online Education
All U.S. states require postsecondary educational institutions to be legally authorized to provide postsecondary educational instruction in their states. ÐÔÀÖÔ° wants to provide online education programs and courses to students in all states and territories. To facilitate this endeavor for out-of-state students, ÐÔÀÖÔ° community College participates in “the State Authorization Reciprocity Agreement (SARA), an agreement among member states, districts and territories that establishes comparable national standards for interstate offering of postsecondary online education courses and programs.
Professional Licensure
Requirements for licensure vary from one profession to another and from state to state. If you live outside the state of Mississippi and are considering a program that leads to licensure, then you should contact the appropriate licensing board in your home state before you apply to HCC. While it is the student’s responsibility to contact the appropriate licensing board in his or her home state to confirm whether or not the HCC program will meet the state’s licensure requirements, HCC will make attempts to contact students who are residing out of state while enrolled in licensure programs to prompt them to check their state’s requirements.
Professional Licensure Disclosures
- For each program, ÐÔÀÖÔ° offers, a list of links to the professional licensing board that regulates associated professions has been compiled.
- A specific email address for questions regarding professional licensure has been created and is available for student’s questions: stateauthorization@hindscc.edu
- Students are made aware of which category (Does Not Meet, Does Meet, Has Not Made a Determination) their program of study falls.
- For programs identified as Has Not Made a Determination, ÐÔÀÖÔ° provides contact information for any applicable licensing boards.
- ÐÔÀÖÔ° directly discloses information to each student BEFORE the student enrolls in a program. We have added this to our online application
- The records office directly emails all out-of-state students identified via our student information system. These emails go out on Mondays during registration for every term to ensure that the student gets the information before classes start.
- Student location is determined as disclosed by the student during the application process into the college and is stored within our Student Information System. Relocation, as provided by the student, is also recorded into this system.
- ÐÔÀÖÔ° has currently compiled a comprehensive list of programs and has a list of links to the professional licensing boards that regulate associated professions. Currently, the eLearning Department handles these disclosures. To compile this list, the eLearning Department has worked with Deans and VPs to create and maintain an up-to-date listing.
- Documentation of students’ locations and notifications made to these students will be retained for compliance defense.
Students who are in programs that could lead to professional licensure and whose location has been reported to the college as being out of the State of Mississippi will be notified via email with reference to the following webpage on the college’s website and with an attached document listing the applicable programs and known licensure information.
Per federal regulation 34 CFR 668.43(a)(5)(v) institutions are required to publicly disclose whether programs that are designed to lead to professional licensure or certification meet the educational requirements of all U.S. states and territories. Mississippi’s community colleges offer several programs leading to professional licensure and agreed to collaborate, where applicable, to reduce duplication of effort and to ensure system-wide compliance with federal laws, regulations, and the State Authorization Reciprocity Agreement. Through reasonable and good faith effort, research has been done to determine whether or not each program meets licensure requirements, does not meet licensure requirements, or has not yet been determined for each state. Licensure and certification requirements are set by agencies that are not controlled by or affiliated with Mississippi’s community colleges. These requirements, state laws, regulations, and policies can change at any time. If a program does not meet requirements or is undetermined, students should contact the Board in each state for more information.

Student Complaint and Grievance Procedures
ÐÔÀÖÔ° values high quality in the delivery of academic and administrative services to all students. If a student feels that the treatment he or she has received is not consistent with expectations based upon the College’s official documents, such as the Catalog or the Student Guide, the student is required to express his or her complaints in a manner that will provide documentation for a timely response and resolution.
